Stablecoins could save South Korean merchants up to $3.8 billion a year, budget office says

South Korea’s merchant sector could eliminate as much as $3.8 billion in annual payment processing costs by shifting toward stablecoin-based transactions, according to a financial analysis published by the country’s parliamentary budget office. The potential windfall underscores the growing friction inherent in traditional payment rails, where legacy credit card networks and merchant acquirers extract significant intermediary fees on point-of-sale and e-commerce transactions. By leveraging blockchain rails for real-time, low-cost settlement, local businesses could retain a substantially higher share of their operational margins, presenting a compelling economic rationale for corporate adoption in one of Asia's most digitally integrated retail markets.
However, the projected savings come with profound structural trade-offs for South Korea's broader macroeconomic architecture. The budget office cautioned that a widespread migration toward private digital currencies would inevitably erode the commercial banking sector’s deposit base. In a standard financial ecosystem, bank deposits serve as the primary engine for credit creation, allowing institutions to originate commercial and consumer loans. If retail capital shifts permanently into stablecoin reserves—particularly if those reserves are held in short-term liquid instruments rather than fractional bank deposits—commercial banks face a structural contraction in their lending capacity. This disintermediation could ultimately elevate borrowing costs across the wider economy, diluting the net economic benefits gained by merchants.
Systemic fragility presents an equally pressing concern for financial regulators. The report highlighted the threat of run-on-the-bank scenarios, wherein market panics trigger rapid capital outflows from fiat-backed tokens. During periods of extreme market stress, a sudden surge in redemption requests can exhaust a stablecoin issuer’s immediate cash reserves, forcing the hasty liquidation of underlying assets. This dynamic creates a self-reinforcing feedback loop capable of breaking a token’s fixed peg. If stablecoins achieve deep integration into daily commerce, a sudden de-pegging event would not remain confined to the digital asset sector; it would directly paralyze point-of-sale payment flows, create immediate cash-flow shortfalls for merchants, and transmit systemic risk directly into the traditional financial system.
These findings arrive at a crucial juncture for South Korean policymakers, who are actively refining the nation’s digital asset framework following the implementation of initial investor protection mandates. While the country boasts high digital asset penetration, regulatory authorities remain hesitant to permit broad-based stablecoin integration without stringent oversight. The budget office’s assessment forces lawmakers into a complex trade-off: capturing blockchain-driven cost efficiencies to relieve margin pressure on small businesses while establishing rigorous reserve, liquidity, and capital requirements capable of preventing a high-tech bank run.
